Why are only productions from the distribution year of the current final distribution eligible for compensation?

Since the budget per year of use amounts to less than 3 percent of the distribution volume for artists, no provisions can be set aside here, and no advance payments can be made as is the case with regular distributions. Furthermore, since TV and radio broadcasters cannot provide standardized usage reports, the reporting procedure and remuneration must be simple and transparent, meaning that only the year following the reporting deadline can be processed at any given time. The remuneration is always paid out with the regular final distribution of the respective year of use, not for the years in the initial and subsequent distributions. All previous years of use have already been completely remunerated.
