After three years of negotiation, the collective management organisations, under the umbrella of the central collection and distribution organisation for private copying levies in Germany (ZPÜ), together with the producers and importers of PCs, under the umbrella of the associations BCH and BITKOM, have come to an understanding via new general agreements regarding the level of remuneration for copies made for private and other personal uses by means of personal computers.

The tariffs of the newly negotiated framework agreement shall apply retroactively from 01 January 2011 and be in force until 31 December 2016. A similar agreement between ZPÜ and the hardware manufacturers applicable to other devices enabling users to make copies, such as smartphones, is still pending.

"We see this agreement as an important first step", declare Guido Evers and Dr. Tilo Gerlach. At the same time the two Managing Directors of GVL underline that both the point in time and the amount of remuneration GVL will receive from the hardware industry and the subsequent distribution to more than 140,000 GVL members remain completely open.  "We expect that many additional negotiations and agreements have to take place before our artists and producers finally receive their statutory remuneration."
